The OBIEE scheduler has been configured in Enterprise Manger Fusion Middleware Control to connect to the BIPlatform schema.
After upgrading OBIEE 11.1.1.5 to OBIEE 11.1.1.7.1 on a cluster environment, the NQScheduler will not start on either node.
All other opmn services start with no issue. The BI Scheduler component stays in "Init" status for a long time and after 5-10 minutes it changes to down.

Solution
Temporarily disable to the firewall to ensure the OBIE Scheduler ( nqscheduler) starts.
Next, configure the firewall to allow traffic from the scheduler to the repository database on the configured database port to occur and re-enable the firewall.
