This is a very common problem that most of the developer face.
The issue is because the USERS doesnot have required privileges.
To make sure that this is fixed do the steps as below.
Step 1: Open the catalog manager and open the catalog.
Step 2: Right click on USER FOLDER and select the permissions. Make sure that the Admin users is added as shown abow.
Step 3: In the USER folder navigate to the my folder and make sure the permission are given correctly.
This should fix the login issue for bi publisher using weblogic or admin user.
