How to Fix OBIEE Average Graph Issue Showing Normal aggregated data instead of average data is displayed

A graph view with a measure using Average aggregation rule in Analytics 11.1.1.7.x version shows incorrect data.
Normal aggregated data instead of average data is displayed.

The issue is only seen on graph/chart views and not on a (pivot-) table view

This is caused because of the following OBIEE bugs
